The pandemic has changed the world and the workplaces even before the Philippines could catch up with the Fourth Industrial Revolution. Within this scenario, the Technical-Vocational Education and Training (TVET) sector has drawn out imperatives to redirect strategies that speak of survival, reshaping, adapting and thriving healthily so as to continue to provide technical and vocational education and training and skills development to the youth specifically the marginalized sectors. Issues, challenges and various unanswered questions prompt the sector to continually do research and gather information to locate themselves and arrive at the “rich and right” answers to meet quality in TVET amidst the current global changes. As the pandemic broke out and until this period of recovery, three keywords in TVET have been identified as themes for Year 2020 and beyond that would serve as guiding lamp posts in re-directing and reshaping TVET: RESILIENCY. FLEXIBILITY. INNOVATION. It is within these headers that the 19th HRSD would focus its Talks.
